A percentage point is the unit you use when the thing you are measuring is already a percentage. If a conversion rate moves from 4% to 5%, the arithmetic gap between those two numbers is one percentage point — the unit Eurostat defines for exactly this comparison. The proportional movement is a 25% increase. Those are two measurements of one event in two units, and swapping them is the commonest numerical error in business reporting and journalism alike.

How to Use It

  1. Pick a mode. Compare two rates if you already have a before and an after. Choose one of the apply modes if you have a starting rate and an instruction to move it.
  2. Enter the rates in percent, not decimals. Type 4 for four percent. Entering 0.04 will be read as four hundredths of one percent, which is a perfectly valid rate and almost certainly not what you meant.

  4. Set decimal places. Two suits most rates. Use four for small conversion rates or fine interest-rate moves where the second decimal carries real money.

The Formula: How It Is Calculated

The percentage-point difference is plain subtraction. If the starting rate is p₁ and the ending rate is p₂, both expressed in percent, then the change in percentage points is simply p₂ − p₁. Moving from 4% to 5% gives 5 − 4 = 1 percentage point. No division is involved, which is precisely why the answer is stable and easy to audit.

The relative percentage change divides that gap by the starting rate: (p₂ − p₁) ÷ p₁ × 100. For the same pair that gives (5 − 4) ÷ 4 × 100 = 25%. Why the Two Units Diverge So Violently at Low Rates

The gap between a percentage-point change and a relative change is not fixed. It depends entirely on how large the starting rate is, and the smaller that rate, the more dramatically the two numbers separate. One percentage point added to a 50% rate is a 2% relative rise. One percentage point added to a 1% rate is a 100% relative rise — the rate has doubled. Same one point, two answers a hundred times apart.

This is why conversion-rate reporting is where the confusion does the most damage. Web conversion rates typically live between 1% and 5%, exactly the range where relative changes look enormous and point changes look trivial. A test that moves conversion from 1.8% to 2.2% can be reported honestly as "up 0.4 points" or "up 22%", and a stakeholder reading only the second figure will approve a budget that a stakeholder reading only the first would refuse. Neither number lies. The framing does the work.

Where This Matters Most: Unemployment, Interest and Market Share

Official statistics agencies are careful about this unit and journalists frequently are not. When an unemployment rate moves from 5.0% to 5.5%, the labour force survey reports a rise of half a percentage point. A headline reading "unemployment up 10%" is arithmetically defensible and journalistically misleading, because most readers will translate it into a tenth more people out of work, which is roughly true, while others will hear that a tenth of the country is now unemployed, which is not.

Central banks solved this problem by abandoning percent language altogether for rate moves and speaking exclusively in basis points. Market share reporting has no such convention and suffers accordingly: a brand going from 3% to 4% share has gained one point of share and grown its share by a third, and which of those two you lead with usually depends on whether you are the brand or its competitor.

A VAT rate rising from 20% to 21% is a one-point rise and a 5% relative rise, but the effect on a consumer price is neither of those directly — it depends on how the tax is applied to the base. Three habits remove almost all of the ambiguity. First, never write "percent" when you mean "percentage points" — spell the unit out in full the first time it appears in a document, even if it feels laboured. Second, when you quote a relative change, name the base in the same sentence: "up 25%, from a base of 4%" is unambiguous where "up 25%" is not. Third, if the audience is mixed, give both: "the conversion rate rose one percentage point, from 4% to 5%, a relative increase of 25%" takes eighteen words and cannot be misunderstood by anyone.

Edge Cases the Arithmetic Cannot Rescue

A starting rate of zero has no relative change. Going from 0% to 3% is a rise of three percentage points and an undefined relative change — not an infinite one, and certainly not "300%". The same applies in reverse: a rate falling to zero is a −100% relative change, which is defined, but a rate rising from zero is not.

Rates that cross zero break relative comparison entirely. Whenever your base can be negative, report points only and say so.

Finally, percentage points do not add across different bases. Common Mistakes to Avoid

  • Writing "up 1%" when the rate rose one percentage point — at a 4% base that understates the movement by a factor of twenty-five, and at a 1% base by a factor of a hundred.
